New Mexico COVID-19 Vaccination Drawing Rules
Vax 2 the Max NM
PROMOTION AND RULES ARE SUBJECT TO CHANGE OR CANCELLATION AT ANY TIME
The State of New Mexico (the State) will conduct the Vax 2 the Max NM (the Promotion) according to the following rules:
- Promotion Description
- Vaccination Site Giveaways. The State and the NMLA will conduct small events at selected vaccination sites to award prizes, which may include “scratcher” tickets or other items, while supplies last. Prizes shall be awarded by a representative of the State of New Mexico or the NMLA, who will spin a prize wheel on behalf of each individual after that individual has received a vaccine at that vaccination site. Additionally, the State of New Mexico, in partnership with selected radio stations, will award various “experiential” prizes at select vaccination sites throughout the State. Vaccination site giveaways are limited to selected locations, days, and times, which may be subject to change. Prizes may vary by location and are subject to change based on prize availability. “Experiential” prizes cannot be substituted for cash.
- Drawings. The NMLA will conduct a total of five (5) regional drawings for cash prizes to New Mexican residents who have received at least one COVID-19 vaccine in the State of New Mexico. At each drawing, one (1) individual in each of four (4) regions will each win Two Hundred Fifty Thousand Dollars ($250,000) in each of five (5) weekly drawings.
The NMLA will also conduct one (1) grand prize drawing where one (1) individual, who has been fully vaccinated by the entry deadline date, will win Five Million Dollars ($5,000,000).
- Entry Periods, Deadlines, and Drawing Dates
Weekly drawings will be conducted for each of four (4) regions. The regions consist of: Northwest, Northeast, Southwest, and Southeast. For more specific information regarding the regions, please go to https://www.nmhealth.org/about/phd/region/
- In order to be entered into a drawing, eligible individuals must register with the Vax to the Max NM website (www.vax2themaxnm.org/sweepstakes/) by 6:00 p.m. MST the evening before the drawing. Eligible participants may only register for the drawings one (1) time using the name as written on their vaccination card. Individuals that register more than one (1) time are subject to disqualification.
- Non-winning drawing entries will carry over from one weekly drawing to the next. An individual may not win more than one weekly drawing. All eligible entries will be eligible for the final drawing.
- Drawings will be conducted by the NMLA according to the schedule below.

- Eligibility Requirements
- To be eligible to win a Promotion prize or participate in the Promotion, an individual:
- Must be at least eighteen (18) years of age;
- Must be a resident of the State of New Mexico;
- Must be registered on the Vax to the Max NM website (www.vax2themaxnm.org/sweepstakes/);
- Must have received at least one COVID-19 vaccine in New Mexico to receive a “scratcher” ticket or participate in the vaccination site giveaways and regional drawings, and be fully vaccinated to be eligible for the final statewide drawing; and
- Must not be incarcerated.
- Employees of the NMLA, the Governor’s Office, Governor appointees, and any members of these employees’ households are not eligible to participate in the Promotion.
- To be eligible to win a Promotion prize or participate in the Promotion, an individual:
- Drawing Procedures
- Prior to each drawing, the NMDOH will assign a number to each eligible entry (i.e., vaccinated individual).
- The NMDOH will provide to the NMLA the total number of entries for each drawing. Each vaccinated individual shall be anonymized by number. The NMDOH will not provide the NMLA any personally identifying information about vaccinated individuals for the conduct of the drawing.
- The NMLA Security Division will utilize a random number generator to draw the number of selected entrants for each drawing, based on the total numbers of entries provided by the NMDOH. The NMLA Vice President for Security or designee and the NMLA Internal Auditor or designee will observe the drawings.
- The NMLA shall forward the result of the drawing to the NMDOH, which will then verify the winner’s identity and eligibility prior to the declaration of an official winner.
- Alternates will be drawn for each region in each weekly drawing. If needed, additional alternates may be subsequently drawn.
- Selected Entry Notification
- The State will email, text, and call selected entrants using information provided by the entrants when they registered with the Vax to the Max NM website.
- If a selected entrant declines to accept the prize or the State does not receive a response from the entrant within 3 business days of the drawing, the State will contact the next alternate selected entrant, who shall be entitled to the prize. This process shall continue until an alternate selected entrant properly accepts the prize. Alternates will also be used in the event that an entry is deemed invalid or a disqualifying discrepancy is found with the selected entrant’s information.
- A selected entrant will be required to satisfy outstanding debt to any State agency or other governmental entity, such as child support, before receiving a Promotion prize.
- Each selected entrant must complete a verification process to ensure their eligibility, including providing their COVID-19 Vaccination Record Card.
- Each selected entrant is responsible for all taxes for any Promotion prize won. A selected entrant will receive an IRS Form W-2G. The minimum required Federal and State taxes will be withheld from all cash prizes over five thousand dollars ($5,000); further amounts may be owed.
- As a precondition of accepting a Promotion prize, a selected entrant must sign a “Vax to the Max NM Authorization Form” authorizing the State to release their name and vaccination status.
